January 12, 2026 — In a landmark move to redefine bilateral relations, Prime Minister Narendra Modi and German Chancellor Friedrich Merz today firmed up a comprehensive Roadmap on Higher Education during their high-level talks in Gujarat. The agreement marks a pivotal shift toward deeper academic integration, vocational training, and enhanced student mobility between the two nations.

Chancellor Merz, on his first official visit to Asia since assuming office last year, joined PM Modi in Ahmedabad to commemorate the 75th anniversary of India-Germany diplomatic relations. The education sector took center stage as both leaders sought to align Germany’s technological precision with India’s massive scale and youthful talent.

A New Chapter: German Campuses in India

One of the most significant highlights of the roadmap is PM Modi’s open invitation for German universities to establish physical campuses in India. Under the framework of India’s National Education Policy (NEP), this move aims to provide Indian students with world-class German education without the need to travel abroad.

“Today’s comprehensive roadmap will give a new direction to our partnership. I invite German universities to open their campuses in India and become part of our growth story,” PM Modi stated during a joint press conference.

Strengthening Skilling and “Ausbildung”

The roadmap places a heavy emphasis on vocational education and skilling. Both leaders agreed to expand the “Ausbildung” (dual vocational training) model, which allows students to earn while they learn. This is expected to address the skilled labor shortage in Germany while providing Indian youth with global-standard technical expertise in sectors like:

  • Green Hydrogen and Renewable Energy
  • Artificial Intelligence and IT
  • Advanced Manufacturing and Engineering

Ease of Mobility: Visa-Free Transit

In a major boost to people-to-people ties, PM Modi expressed his gratitude to Chancellor Merz for announcing visa-free transit for Indian citizens. This policy change is seen as a vital step in easing the travel process for students, researchers, and professionals moving between the two countries, effectively reducing the bureaucratic hurdles that often hinder academic exchange.

Beyond the Classroom: Strategic Alignment

While education was the cornerstone, the leaders also addressed broader strategic goals. They discussed the ongoing conflicts in Ukraine and Gaza, with PM Modi reiterating India’s stance on peaceful resolution. Additionally, the two nations signed several Memorandums of Understanding (MoUs) to:

  1. Enhance Defense Industry Cooperation: Creating a roadmap for co-development and co-production.
  2. Boost Green Energy: Launching mega-projects in Green Hydrogen to secure future energy supply chains.
  3. Reform Global Governance: Reaffirming their commitment through the G4 group to seek permanent seats on the UN Security Council.

Looking Ahead

The visit concluded with a visit to the Sabarmati Ashram and participation in the International Kite Festival, symbolizing a blend of traditional values and modern aspirations. As the India-Germany strategic partnership enters its 25th year, this “Education Roadmap” serves as the blueprint for a future where knowledge and technology flow seamlessly across borders.
