The tragedy unfolded during the early morning hours on the last Tuesday of the Hindu month of Chaitra. The Sheetala Mata Temple is a prominent site of worship, attracting thousands of devotees every Tuesday who come to offer prayers and seek blessings.

Eyewitnesses report that the surge began around 8:00 AM. As the gates opened for darshan, an overwhelming number of devotees—estimated to be in the thousands—pushed forward simultaneously. The situation spiraled out of control within minutes when a sudden rumor or push caused panic. In the ensuing scramble, several women fell and were trampled by the advancing crowd.

“There was a massive crowd, far beyond what the temple premises could hold. People were desperate for a glimpse of the deity, and when the barricades gave way, it became a deathtrap,” said a local resident who assisted in the initial rescue efforts.

Casualties and Medical Response

The local administration and police personnel from the Deepnagar and Laheri stations rushed to the spot to initiate rescue operations.

Bihar Chief Minister Nitish Kumar expressed profound grief over the loss of lives, describing the incident as “extremely heart-wrenching.” To support the grieving families, the state government has announced a total ex-gratia of ₹6 lakh for the next of kin of each deceased:

  • ₹4 lakh from the Disaster Management Department.
  • ₹2 lakh from the Chief Minister’s Relief Fund.

Additionally, Prime Minister Narendra Modi’s office announced ₹2 lakh from the PMNRF for the families of the deceased and ₹50,000 for those injured.

Allegations of Mismanagement

The tragedy has sparked outrage among locals and devotees, who have pointed to a severe lack of security arrangements. Despite the known tradition of high footfall on Tuesdays, especially during Chaitra, witnesses alleged that police presence was negligible.

Key concerns raised by devotees:

  • Lack of Barricading: Temporary barricades were reportedly insufficient to withstand the pressure of the crowd.
  • Inadequate Personnel: Only a handful of guards were present at the start of the prayers.

The Bihar government has directed the Chief Secretary to initiate a high-level inquiry into the stampede. The probe will investigate whether there was a lapse in the standard operating procedures (SOPs) for crowd management and why the local administration failed to anticipate the surge on such a significant day.
