New Delhi, December 03, 2025: Russian President Vladimir Putin’s visit to India on December 4-5, 2025, for the 23rd India-Russia Annual Summit has put a spotlight on key Indian Public Sector Undertakings (PSUs) in the defence sector. Companies like Hindustan Aeronautics Ltd (HAL), Bharat Dynamics Ltd (BDL), and Bharat Electronics Ltd (BEL) are central to the discussions, as the two nations look to solidify their long-standing Special and Privileged Strategic Partnership.

Defence Ties: The Core of the Partnership

Defence cooperation remains the bedrock of the India-Russia relationship. Historically, Russia has been India’s largest arms supplier, with a significant portion of India’s military hardware—including fighter jets, submarines, and tanks—being of Russian origin. This summit is expected to focus heavily on two critical areas:

  1. Accelerated Deliveries and Spares: India is expected to push for firm timelines on the delivery of the remaining S-400 Triumf air defence missile systems and for greater certainty on the supply of spares and maintenance support for its existing Russian-sourced platforms.
  2. New Acquisitions and Joint Production: High on the agenda are discussions around potential new deals, including the offer to supply additional S-400 regiments and talks regarding the Sukhoi Su-57 stealth fighter jet. Crucially, the focus is shifting towards joint production and technology transfer to support India’s ‘Aatmanirbhar Bharat’ (self-reliant India) initiative.

PSU Defence Giants in the Limelight

The discussions on joint manufacturing and technology transfer could serve as a powerful catalyst for Indian defence PSUs:

  • Hindustan Aeronautics Limited (HAL): HAL is poised to be a major beneficiary, given its role in the maintenance, repair, and potential licensed production of Russian-origin aircraft like the Sukhoi-30MKI. Any progress on the Su-57, or upgrades to the existing fleet, would directly involve HAL, cementing its position in the aerospace domain.
  • Bharat Dynamics Limited (BDL): The missile manufacturer, BDL, is particularly in focus due to the S-400 system. Recent negotiations have included the readiness of Russian firms to offer up to 50% technology transfer for S-400 missile components. This opens the door for BDL to potentially participate in the local assembly and production of these advanced missiles, aligning perfectly with India’s goal of indigenous defence manufacturing. BDL also plays a key role in the joint venture for the highly successful BrahMos cruise missile.
  • Bharat Electronics Limited (BEL): As a leader in defence electronics and systems, BEL is critical for the modernisation and upgrade of military platforms. Its expertise in radar, communication, and electronic warfare systems will be vital for integrating and maintaining advanced Russian technologies, ensuring system compatibility and long-term operational readiness.

New Military Logistics Pact

Adding momentum to the defence focus, Russia’s parliament (State Duma) has formally ratified the Reciprocal Exchange of Logistic Support (RELOS) agreement just days before the summit. This pact will streamline coordination during joint exercises, training, and emergency operations, allowing both nations to use each other’s military facilities for logistical support. This move deepens the military-to-military engagement and underscores the strategic alignment.

The summit is expected to not only finalise major defence agreements but also provide clear visibility on the role of Indian firms in future defence projects, thereby reinforcing the multi-year upcycle in the domestic defence sector.
