The session is poised to be a battleground for significant economic reforms pushed by the government, alongside fiery debates on crucial national and electoral issues raised by the Opposition.
Government’s Reform Agenda: Atomic Energy and Education
The government’s primary focus appears to be on advancing its reform agenda, with a list of key legislation planned for introduction and passing.
- Nuclear Power Expansion: The crucial Atomic Energy Bill, 2025, is on the agenda. This bill aims to open up the tightly controlled civil nuclear sector to private players. This move is a major step towards achieving the country’s ambitious goal of significantly boosting nuclear power capacity as a cleaner alternative to fossil fuels.
- Higher Education Overhaul: Another major piece of legislation is the Higher Education Commission of India (HECI) Bill, 2025. This proposes creating a single, overarching body to regulate higher education, replacing the existing multiple regulators like the UGC and AICTE. The goal is to grant greater autonomy to educational institutions and promote a more transparent accreditation system.
- Economic Bills: The government has also lined up several bills aimed at facilitating ease of doing business and strengthening the financial sector. - Voter List Revision Controversy (SIR): The issue of the Special Intensive Revision (SIR) of electoral rolls across multiple states and Union Territories is set to be a major point of contention. Opposition parties have voiced strong concerns, alleging irregularities and demanding transparency and a full parliamentary debate on the purity and security of the voter list.
- Air Quality Index (AQI): The severe air pollution, particularly in the National Capital Region, often reflected in a dangerously high Air Quality Index (AQI), is another issue the Opposition insists must be debated.
