
New Delhi, March 30, 2026 — In a landmark move toward the nation’s first-ever digital data collection exercise, the Registrar General and Census Commissioner of India (RG&CCI) has officially notified 33 mandatory questions for the initial phase of the upcoming Census. This first phase, known as the Houselisting and Housing Enumeration (HLO), is set to commence on April 1, 2026, and will continue through September 30, 2026.
The release of these questions—and an accompanying set of FAQs—provides the most detailed roadmap yet for an exercise that was significantly delayed by the COVID-19 pandemic. The data collected during this window will serve as the structural foundation for the full Population Enumeration scheduled for early 2027.
The newly released questionnaire is more comprehensive than the 2011 version, reflecting the socio-economic and technological shifts in India over the last 15 years. The questions are categorized into several critical areas:
Among the 33 FAQs released by the government, one particular clarification has garnered significant attention regarding modern social structures. The government has clarified that live-in couples who consider their relationship a “stable union” will be recorded as married couples for the purpose of the Census.
“If a couple in a live-in relationship considers their relationship as a stable union, they should be treated as a married couple,” the official FAQ document states.
This move is seen as an attempt to capture accurate data on household composition without getting mired in legal or traditional definitions of marriage that might exclude millions of residents.
The 2026-27 Census will be the first to offer a self-enumeration option. Citizens will be given a 15-day window before the field operations begin in their respective states to fill out the questionnaire through a dedicated online portal.
For those who do not self-enumerate, roughly 30 lakh field functionaries will visit homes. These enumerators will use their personal mobile phones to record data via a specialized app, replacing the traditional paper-and-pen method used for over a century.
