New Delhi, March 30, 2026 — In a landmark move toward the nation’s first-ever digital data collection exercise, the Registrar General and Census Commissioner of India (RG&CCI) has officially notified 33 mandatory questions for the initial phase of the upcoming Census. This first phase, known as the Houselisting and Housing Enumeration (HLO), is set to commence on April 1, 2026, and will continue through September 30, 2026.

The release of these questions—and an accompanying set of FAQs—provides the most detailed roadmap yet for an exercise that was significantly delayed by the COVID-19 pandemic. The data collected during this window will serve as the structural foundation for the full Population Enumeration scheduled for early 2027.

Key Highlights of the 33-Question Schedule

The newly released questionnaire is more comprehensive than the 2011 version, reflecting the socio-economic and technological shifts in India over the last 15 years. The questions are categorized into several critical areas:

  • Housing Infrastructure: Enumerators will record the predominant materials used for the floor, walls, and roof of each house. Interestingly, the government has split these into three distinct questions to ensure high-resolution data on construction quality.
  • Household Leadership & Social Grouping: Questions include the name and sex of the household head and whether they belong to Scheduled Castes (SC), Scheduled Tribes (ST), or “Other” categories.
  • Basic Amenities: Access to drinking water, the primary source of lighting, availability of kitchen facilities, and the type of fuel used for cooking (LPG/PNG vs. traditional fuels) are mandatory fields.
  • The Digital Shift: For the first time, households will be asked about internet access and the ownership of digital gadgets such as laptops, smartphones, and computers.
  • Consumption Patterns: A unique addition to the list is a question regarding the main cereal consumed in the household, aimed at mapping regional dietary trends and food security.

“Stable Unions”: A New Approach to Household Data

Among the 33 FAQs released by the government, one particular clarification has garnered significant attention regarding modern social structures. The government has clarified that live-in couples who consider their relationship a “stable union” will be recorded as married couples for the purpose of the Census.

“If a couple in a live-in relationship considers their relationship as a stable union, they should be treated as a married couple,” the official FAQ document states.

This move is seen as an attempt to capture accurate data on household composition without getting mired in legal or traditional definitions of marriage that might exclude millions of residents.

A Tech-First Approach: Self-Enumeration and Mobile Data

The 2026-27 Census will be the first to offer a self-enumeration option. Citizens will be given a 15-day window before the field operations begin in their respective states to fill out the questionnaire through a dedicated online portal.

For those who do not self-enumerate, roughly 30 lakh field functionaries will visit homes. These enumerators will use their personal mobile phones to record data via a specialized app, replacing the traditional paper-and-pen method used for over a century.

The government has earmarked approximately ₹11,718 crore for the entire operation. With the inclusion of digital connectivity data and a more nuanced look at household structures, the 16th Indian Census aims to provide an “empirical statistical portrait” of a rapidly evolving nation.
