New December 1, 2025: A deeply emotional video, purportedly recorded by a Booth Level Officer (BLO) moments before he died by suicide, has gone viral, immediately igniting a political and administrative crisis over the immense workload placed on ground-level election officials. The officer, identified as Sarvesh Singh, an assistant teacher assigned BLO duty in Moradabad, Uttar Pradesh, was found dead after leaving behind a note and the distressing video, both citing unmanageable pressure from the ongoing Special Intensive Revision (SIR) of electoral rolls.

The Final Plea is Recorded

The viral video captured the distraught officer breaking down in tears, speaking about his inability to meet the rigid deadlines and complex targets set for the Special Intensive Revision. The clip served as a stark, heart-wrenching testimony to the stress he was enduring. His body was later found by his wife in the storage room of their home, confirming the tragedy.

A handwritten, two-page suicide note was recovered from the scene and addressed to the district Basic Education Officer. In the note, the officer expressed severe anxiety, admitting to barely sleeping two to three hours a night. It was clearly stated that he was unable to cope with the burden of BLO duty and requested forgiveness. This incident marks one of several recent deaths—including suicides and cardiac arrests—reported among BLOs across several states involved in the exhaustive SIR exercise.

The Workload is Blamed

The Special Intensive Revision (SIR) involves BLOs, who are generally primary school teachers or Anganwadi workers, conducting door-to-door surveys, distributing forms, collecting data, verifying thousands of names, and digitally uploading the collected information to ensure the accuracy of the electoral roll. The process has been widely criticized for its strict deadlines and the volume of work assigned to non-full-time electoral officials.

It was revealed by Sarvesh Singh’s family that he had been under immense stress due to the continuous cycle of data verification and frequent reporting demands, particularly as this was his first assignment as a BLO. Officials were accused of continuously sending messages demanding updates and issuing warnings about potential disciplinary action for failure to meet targets. His death is seen by many as a tragic outcome of the pressure to meet bureaucratic targets within an insufficient timeframe.

Investigation and Public Demands Ensue

Following the public uproar generated by the viral video and the suicide note, senior police officials confirmed the contents of the note, acknowledging that the officer could not cope with the duty’s burden. Both administrative and police probes are currently underway to investigate the circumstances surrounding the death.

The family, which includes four minor daughters, has refused a post-mortem and demanded significant compensation and a government job for one member. In response to the growing political storm and the spate of BLO deaths, the Election Commission of India recently extended the SIR schedule by one week, a move widely interpreted as a direct response to the widespread reports of stress among the field officers.
