New Delhi, December 16, 2025: The family of Shubham Dwivedi, a victim of the tragic April 22, 2025, Pahalgam terror attack, has voiced their satisfaction following the National Investigation Agency’s (NIA) submission of a comprehensive chargesheet. The document, filed on Monday, December 15, 2025, formally indicts Pakistan-based terror groups and their operatives, confirming the long-held suspicion of the neighboring country’s deep involvement in the brutal massacre that claimed 26 lives.

Sanjay Dwivedi, Shubham’s father, stated that the chargesheet vindicates the belief that the attack, and the persistent spread of terrorism in India, is orchestrated by Pakistan and its supported militants. “Since the day this massacre happened… everyone was saying that the hand of Pakistan and Pakistan-supported terrorists must have been behind this terrorist incident… and that is exactly what has come to light,” he said. He and his family expressed their appreciation for the swift and thorough investigation conducted by the NIA.

The 1,597-page chargesheet, filed before a Special NIA Court in Jammu, names a total of seven accused, including individuals and terrorist entities. Crucially, the anti-terror agency has named the banned Lashkar-e-Taiba (LeT) and its proxy organization, The Resistance Front (TRF), as legal entities responsible for the planning, facilitation, and execution of the attack.

Key Accused and Pakistan Connection

At the forefront of the accused is Pakistani handler and top LeT commander, Sajid Jatt, who has been named as the main conspirator. Jatt, who operates from Pakistan, is accused of masterminding the attack which involved the targeted, religion-based killing of tourists.

The chargesheet also includes the names of the three Pakistani terrorists who carried out the killings at Baisaran meadows:

  • Faisal Jatt alias Suleman Shah (a key LeT commander)
  • Habeeb Tahir alias Jibran
  • Hamza Afghani

These three men, who were confirmed to be Pakistani nationals affiliated with LeT, were later neutralized by Indian security forces in ‘Operation Mahadev’ at Dachigam near Srinagar in July 2025. Forensic evidence, including ballistic reports matching weapons recovered from the slain terrorists to cartridges found at the Pahalgam attack site, cemented their direct role.

Charges and Ongoing Action

The NIA has invoked stringent provisions against the accused, including sections from the Bharatiya Nyaya Sanhita (BNS), the Arms Act, and the Unlawful Activities (Prevention) Act (UAPA), notably charging them with “waging war against India.” This marks a significant development, as it is reportedly the first time LeT has been charged as a legal entity in such a case.

Furthermore, two local residents, Parvaiz Ahmad Jothar and Bashir Ahmad Jothar, who were arrested for harboring the three Pakistani terrorists, have also been chargesheeted.

Aishanya Dwivedi, the victim’s wife, extended her thanks to the government and the NIA, and called for the most severe punishment for all involved, especially the Indian nationals who aided the Pakistani terrorists. She emphasized the need for the country to unite and fight against cross-border terrorism, referencing recent terror incidents.

The chargesheet, the result of an eight-month-long “meticulous scientific probe,” definitively traces the entire conspiracy back to Pakistan, underscoring its role in sponsoring terrorism against India. This legal action marks a critical step toward securing justice for the victims and holding the perpetrators, and their state-backed sponsors, accountable.
