Deputy Superintendent of Police (DySP) Rishikant Shukla of the Uttar Pradesh Police has been suspended following a Special Investigation Team (SIT) probe that uncovered a vast empire of assets worth nearly ₹100 crore, which are allegedly disproportionate to his known legal income. The investigation reveals a shocking misuse of police power, primarily during his extensive tenure in Kanpur, to collude with a criminal syndicate and build an illicit real estate fortune.

The Nexus of Power and Crime

The core of the corruption scandal lies in Shukla’s alleged close association with a notorious Kanpur-based lawyer and criminal figure, Akhilesh Dubey. Dubey is accused of operating a sophisticated syndicate that specialised in extortion, land-grabbing, and fabricating false criminal cases, often targeting builders, businessmen, and property owners.

  • Fabricated Cases and Extortion: Shukla, who was known to have served a significant period in Kanpur as a Sub-Inspector and later Circle Officer between 1998 and 2009, allegedly leveraged his official position to execute the gang’s operations. Victims have come forward claiming they were threatened, with some forced to surrender valuable land and assets under the fear of being implicated in fabricated cases, including false rape or POCSO charges.
  • Intimidation and Property Grab: Testimonies suggest that Shukla’s reputation as an “encounter specialist” was allegedly used to intimidate victims into transferring their property titles. One victim reportedly lost land valued at ₹60–70 crore after Shukla allegedly threatened him at gunpoint.
  • Collusion in Land Disputes: The DySP is accused of acting as a critical enforcer for the syndicate, helping them illegally settle numerous land disputes through a combination of fear, intimidation, and fraud, leading to the massive accumulation of properties across Kanpur.

The Illicit Wealth and Money Laundering

The SIT’s preliminary findings have exposed the scale of the illegal wealth and the sophisticated methods used to conceal its ownership:

  • Disproportionate Assets: Investigators have traced immovable properties at 12 prime locations linked to Shukla, his family members, and associates, with an estimated current market value of ₹92 crore. This wealth is deemed grossly disproportionate to his legitimate earnings as a police officer.
  • Benami Holdings: Many of these assets are believed to be ‘benami’ properties, registered under the names of his close associates, like Devendra Dubey, who allegedly held 11 commercial shops in Kanpur’s Arya Nagar on Shukla’s behalf.
  • Laundering Through Construction: A key revelation is the alleged use of a construction company connected to Akhilesh Dubey as a vehicle for money laundering. Shukla allegedly funnelled his black money into this firm, listing his wife, Prabha Shukla, as a front partner. Reports suggest two other DySPs posted in Kanpur were also allegedly silent partners in this operation.

Current Action and Further Investigation

Following the SIT report, the Uttar Pradesh government has taken swift action:

  1. Suspension and Vigilance Inquiry: DySP Rishikant Shukla, who was most recently posted in Bhogaon, Mainpuri, has been suspended. A full-fledged Vigilance inquiry has been ordered into his financial records and property holdings.
  2. Documents Seized: The investigation includes a massive volume of supporting documents, including SIT reports, police correspondence, and property verification records.
  3. Potential for Central Agencies: Officials have indicated that once the vigilance report is complete, the case may be escalated to central agencies like the Enforcement Directorate (ED) and the Income Tax Department for action under the Prevention of Corruption Act and the Benami Transactions (Prohibition) Act.

The entire episode underscores a deep-rooted corruption nexus between certain elements in the police force and local criminal syndicates, using the authority of the uniform to amass extraordinary wealth.
