The announcement comes as a notable shift from Altman’s previous stance. In 2023, he had commented that it would be “hopeless” for India to try and compete with models like ChatGPT. However, his recent remarks reflect a growing appreciation for India’s AI ecosystem and its rapid growth. Altman is also scheduled to visit India next month, where he is expected to engage with developers, startups, and government officials. This visit will be crucial in strengthening OpenAI’s presence in the country and fostering a collaborative environment for AI innovation.

India is already a major market for ChatGPT, ranking as the second-largest and fastest-growing user base after the United States. In the past year alone, the number of weekly active users in India has quadrupled. Beyond its market size, India is seen as a vibrant innovation hub where developers and entrepreneurs are leveraging AI to create unique applications and solutions. OpenAI’s move to establish a physical presence will facilitate a deeper engagement with the local community, enabling them to better understand and serve the specific needs of the Indian user base.

Government Support and Future Plans

The Indian government has welcomed OpenAI’s entry, with Minister for Electronics and Information Technology, Ashwini Vaishnaw, stating that the decision highlights India’s growing leadership in digital innovation and AI adoption. Under its ‘IndiaAI Mission,’ the government is focused on building a trusted and inclusive AI ecosystem, and the partnership with OpenAI is expected to be a significant step in achieving this goal.

OpenAI has already taken several steps to increase its footprint in the country. It recently launched a more affordable subscription plan, ‘ChatGPT Go,’ priced at ₹399 per month, to make AI more accessible. The company also plans to host its first-ever Education Summit in India this month, followed by a ‘Developer Day’ later in the year. These initiatives underscore OpenAI’s commitment to democratizing AI and fostering a new generation of AI developers in India.
