
In a major escalation of his “vote theft” allegations, Congress leader and Leader of the Opposition in the Lok Sabha, Rahul Gandhi, on Wednesday unveiled what he dubbed the “H Files,” claiming widespread, systematic manipulation of the electoral rolls during the 2024 Haryana Assembly elections.
The most striking piece of ‘evidence’ presented at a press conference in New Delhi was the photograph of a Brazilian model, which, according to Mr. Gandhi, appeared an astonishing 22 times across the state’s voter lists under various Indian names.
Mr. Gandhi displayed slides showing the same female photograph associated with different identities, illustrating his charge of duplicate and fraudulent voter entries.
“Who is this lady? What is her name? Where does she come from?” Mr. Gandhi asked the gathering. He then revealed, “But she votes 22 times in Haryana, at 10 different booths, and has multiple names: Seema, Sweety, Saraswati, Rashmi, Vilma… It turns out she is actually a Brazilian model.”
The Congress leader claimed this image was a “stock photograph” and was representative of approximately 25 lakh “fake” or invalid voter records his team had uncovered in the state.
Launching a broadside against the ruling Bharatiya Janata Party (BJP) and the Election Commission of India (ECI), Mr. Gandhi alleged that the repeated appearance of the model’s picture was part of a “centralised operation” orchestrated to subvert the democratic process and convert a projected Congress landslide into a loss.
“We are pretty sure that a plan was put in motion to convert Congress’ landslide victory into a loss,” he stated, referring to exit polls that had indicated a strong Congress performance. He further questioned the integrity of the institutional framework, alleging, “I am questioning the EC and the democratic process in India—and I am doing it with 100% proof.”
The Congress leader cited electoral data to back his serious accusations, stating that out of approximately two crore voters in Haryana, roughly 25 lakh entries were either duplicate, non-existent, or manipulated.
The party’s decision to present this “H-bomb” charge just before the commencement of another major state election highlights their intention to make the issue of electoral integrity a central campaign theme.
Sources within the Election Commission of India, however, were quick to dismiss the gravity of the claims. They reportedly countered that there had been “zero appeals” filed against the state’s electoral rolls and pointed out that only a limited number of election petitions were currently pending in the High Court regarding the 90 assembly seats, which they suggested indicated a limited legal challenge to the results. The BJP has also swiftly rejected the allegations as “bogus” and “baseless.”
The explosive press conference has ignited a fresh political storm, placing the focus squarely on the verification and integrity of India’s electoral rolls, and demanding a thorough scrutiny from all relevant bodies.
